This set of Apr 4, 1969 wheel reports was missing it's cover, there were several
inbounds and outbounds. Inbound have an arrival time, outbounds has a departure time.
Other wheel reports have a log of train times on the cover, this one did not, so
there is know way off knowing if it's complete.
